Platform UI is investigating a fix for:

Bug 436106 - [CSS] Color of the bar below view toolbar changes after switching perspective
Problem: Some perspectives don't use the MPartStack model elements with the following ids: #left, #right, #bottom. It causes that the selectors for blue background are not applied.
Fix: Modify the selectors in the more general way without using the ids for the styled elements.
Risk Analysis: The risk is minimal.  We can get the incorrect background color, but it was not observed during local tests of the patch
