[platform-releng-dev] Luna acknowledgements

Every year we take the time to thank people
in the community that have helped us during the release, and publish that
with our final release pages. 

I have opened Bug 436365
[1] to track producing this page.
 Since it is part of our website, technically we can finish it after
our RC4 delivery this week, but, we should try to make progress and have
"nearly complete" by RC4. I've left in an "outline"
from last year to assist getting started, but feel free to change that
if teams should be added/removed/combined, etc.
