[platform-releng-dev] sign-offs required for our Juno RC1 contribution

Please confirm the latest I build is as you expect, and "sign off" in the following bugzilla.

My guess is we will need to do one more to "package" the correct EMF, but will send "request for respin" to do that.

Likewise, builds are "on demand" now, so if you find a blocking bug or major regression please let us know,
include bug number, outlook for fix (respin), streams effected (3.8 or 4.2 or both) and/or if effects any other components.
