[platform-releng-dev] restarted this morning's integration build

I had to cancel the integration build and
restart a new one this morning.  On Friday, I changed to build to
cache the Git repos so that every build would just pull the changes from
eclipse.org to a local repo, instead of cloning the entire repo each build.
 This made the build about 50 minutes faster.

Unfortunately, it looks like this change
wasn't working as expected and some changes weren't being merged into the
local repo.

So I've reverted this change and started
a new integration build.
