[platform-releng-dev] PDE/Debug requesting a rebuild (if practical)

We were mistaken about the RC1 cutoff date (Thursday vs Friday) so have several RC1 tagged fixes missing from the build.  None of these fixes are major, so if a rebuild is impractical we can push them to RC2.

+ Bug 330766. Better navigation for sub-sections in 'Tips and Tricks' and 'What's new' documents (ASSIGNED)
+ Bug 331612. Update general preference page documentation and screenshots (FIXED)
+ Bug 331858. Add help doc for api use scan pref page (FIXED)
+ Bug 345620. Incorrect casing on API Use Scans tab on error/warnings pref page (FIXED)
