Build is still good:

* The debug failure is a known transient failure tracked by 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=298099.

* The API tools failure is due to a CoreException while attempting to 
write a file during test deployment. We have not seen this failure before, 
but will keep an eye on it.
