There are two failing tests here for
PDE/Build:
1) PublishingTests.testBug283060
- this was a problem with the test and has been fixed.
2) PublishingTests.testBu269972
- this was a problem with the changes from https://bugs.eclipse.org/bugs/show_bug.cgi?id=293537
which have been fixed.

The build is fine to use, although (2) will cause bundles
that did not compile to be published to a p2 repository (https://bugs.eclipse.org/bugs/show_bug.cgi?id=269972).
