[platform-releng-dev] builds toward 3.5.1

I've just finished tagging all the versions
of the projects used for the last build toward 3.5 with the R3_5 tag.  I've
also branched the releng project into R3_5_maintenance stream.

Builds toward 3.5.1 will start July
8.  The R3_5_maintenance stream of org.eclipse.releng is open for
updates for 3.5.1 bug fixes.
