PDE/Build has not changed from the 3.5
release, the failure is a problem with the test.  

The failing test uses the org.eclipse.cvs
feature as a small example for testing some packaging steps in a headless
build.
The org.eclipse.team.cvs.ssh bundle
was removed from the SDK (https://bugs.eclipse.org/bugs/show_bug.cgi?id=275474)
and the test simply needs to be updated to reflect this.
