It looks as though there is still a
problem with missing files in org.eclipse.pde.doc.user. I just downloaded
I20090605-1444, opened the help system and got a Topic not Found page for
each of the topics under concepts, which means that I expect to still see
one failing test.

After checking with McQ I'm not planning
on retracting the +1 for this build from UA. Rather than continue builds
through the weekend it is better to leave this for a post RC4 build.
