In this build the PDE API Tools report that compares against 3.5 M6:

contains many hamcrest related issues. This was OK in I20090531-2000. So
either this is a new bug in the report builder or the report now correctly
compares against 3.5 M6: the API of org.junit4 did not change because it
re-exports hamcrest.core which is now fetched from Orbit and included in
the SDK. However, if such a bundle dependency change is also considered an
API change then the report is correct and we need to update the exclusion
list. Note that this post M7 change got approved by the PMC.
