The PDE/Build test failures are an accidental
release of changes to the test without the corresponding fix in the code.
 That fix was not released as it is not yet complete.  
The test change was in the same file
as tests for a different fix that was released.

There is no problem with the build (beyond
existing bugs that have not yet been fixed).
