The ecf bundles are missing too.  It's
the same problem I had yesterday.  The ecf bundles were weren't mirrored
by the p2.artifact.mirror application to the  repo that is used to
provision the build.    The test build I ran last night wasn't
signed.  Perhaps that has something to do with the issue.

Just take a look at the WindowsXP download of the
SDK for example: the root
directory has no eclipse.exe are (actually all files except artifacts.xml
are missing). configuration and dropins folder are missing as well.

Which files are missing? Are you able to launch directly from the JAR file
to do your testing and verification?
