I don't quite understand why this test ever passed.

It calls org.osgi.framework.Bundle.uninstall() and later re-installs the 
bundle
from its old location. The test failed because the bundle was no longer 
there
(which is to be expected).

I removed the the bogus test for I20081210-1300.

We're investigating this under
https://bugs.eclipse.org/bugs/show_bug.cgi?id=258314 but it appears to
be a problem with the test and should not effect the build
