The releng failure is due to this bug

org.eclipse.swt.motif.hpux.PA_RISC fragment
is version 3.5.0.qualifier in maintenance stream
https://bugs.eclipse.org/bugs/show_bug.cgi?id=256797

I think this raises a larger issue.
 I think we should remove the fragments that we no longer build from
our features as John notes here

However, I'm not sure that this is an
appropriate  thing to do in a maintenance stream.
