The new version of the javadoc tool surfaces that some packages which are
in different plug-ins/layers with the same name, contribute a package.html
doc. So far the old javadoc tool just picked one and ignored the others.
Now the new version correctly warns about this:
javadoc: warning - Multiple sources of package comments found for package
"xyz"
It looks like there's no mechanism in place that would allow to merge the
package.html files of the same named packages into one. For now I've
combined the documentation in the package.html files of the lowest layer.
There's one remaining conflict for which I don't have commit rights to fix
it: org.eclipse.core.runtime.
