Kim, I'm not sure there's anything I can do at my end about this, in
lieu of more information about whether things have changed in the
builder.  I'm no expert on the build system but if there's something
we're doing wrong in APT, I don't see it.  

If we need to disable building and running the jdt.apt.tests plug-in
until it's figured out, please do so - I don't want APT build problems
to keep everyone else's tests from running.
