[platform-releng-dev] first nightly build toward 3.5 is at 8pm EDT

Since our IT team will be implementing new performance machines later this month, I have disabled performance testing in the upcoming 3.5 builds. I'll also be updating the database to a newer version so there isn't any logic in running them on old hardware and an old database.
