The pde.build test failures are due
to the compilation error.
The compilation error was due to an
optionally required bundle that was not available at build time.  The
code worked at runtime when the bundle was missing, but the bundle was
still required at build time.
The error has been fixed and the changes
are tagged and ready for the next build.
