The failure in apt.pluggable is unexpected (in that I thought we'd
gotten the previous problems fixed entirely).  It probably does not
represent a problem in the product itself, but I am investigating.  The
failure does not occur when the tests are run in a local workspace.

I think the same failure will probably show up in the integration build.

Apologies for all these apt.pluggable failures - it is a new test
plug-in, and so it has had some infrastructure mistakes (like resource
directories not being included in build.properties, etc.) to work
through.  We keep thinking we have them all solved.
