[platform-releng-dev] restarted build I20070109-1320 to disable signing

I've had to stop and restart build I20070109-1320 to disable signing on this build. The signing process at eclipse.org continues to be problematic and not return a signed zip. I've opened a bug with the eclipse foundation

In the interim, I've disabled signing on our builds.
