[platform-releng-dev] performance baselines for 3.2

Last week, we started running performance
baselines for 3.2 from the perf_32x branch.  The 3.2 baselines will
be run each Friday at noon.  With the latest 3.3 integration build,
you will note that the performance test results are compared against 3.2
baselines. Teams who added a comment to their scenario to indicate an explanation
for the test results should review them and determine if the explanation
still applies when comparing the results with 3.2.
