[platform-releng-dev] Update released one fix in the 00:10 build

Update has released one fix in the RC7 candidate build:

The bug contains a modification of the digest format that makes it much
faster to browse and download large sites like Callisto. The community is
encouraged to download RC7 candidate and try the test Callisto update site
(http://download.eclipse.org/callisto/staging) to verify if the overall
experience is better with this fix. The change we made is larger than we
would have liked at this stage hence we count on your feedback to reach a
Go/No Go decision.
The fix has a small side-effect of making the site and feature objects
stick around longer than before. We are particularly interested in feedback
from users who programmatically call Update APIs to create Site and Feature
objects. With this change, these objects may become stale if the resource
changes on the site after they have been created. Please let us know if you
experience stale references so that we can formulate a workaround.
