I'd like to nominate Nick Boldt for commit rights on org.eclipse.releng.basebuilder/plugins/org.eclipse.build.tools.
 Nick is a currently a committer on the EMF/EMFT projects.  
He has contributed code to basebuilder that allows build results to be
displayed in an RSS feed.  This code will be very useful for eclipse.org
teams to coordinate builds and view test results in a standard format.
