Hi,

Are these files supposed to have a xml header like this one? The ones in 
org.eclipse.platform.doc.isv and org.eclipse.platform.doc.user don't have 
such a header.
<?xml version="1.0" encoding="UTF-8"?>

Same question for buildDoc.xml in org.eclipse.platform.doc.isv. Without 
this, they cannot be verified using chkpii. So I guess they are excluded 
from the chkpii checks.
