[platform-releng-dev] Updated 3.2 build schedule and Endgame plan

Eclipse Platform post RC4-builds will
be concerned with submitting documentation and translation fixes.

The updated build schedule is as follows

Note that we will be only running one
integration build a week at midnight on Fridays and all subsequent builds
will be on an as request basis.

The end game schedule has also been
updated to reflect these builds

Please note that any non-documentation
work is subject to the following rules of engagement.

Three committers and a PMC member must
approve all non-doc work on a component. In addition, any committer can
veto a change with cause. No changes are to be released without associated
bug report tagged with the appropriate release candidate number including
risk assessment and prior approvals.
