[platform-releng-dev] PDE Contributions for the RC3 candidate 
For the midnight build, PDE will contribute fixes for the following
defects:
                                                                            
   138475   Can't start eclipse when config.ini file in the platform        
 contains fully qualified path                                              
                                                                            
                                                                            
  140173  config.ini processing in PDE is unable to handle relative plugin  
  paths in osgi.bundles list
