[platform-releng-dev] rebuild required for ICU4J

There is a problem in the ICU4J build
(4 important text index files were not included in the jar).  I need
to request a rebuild to fix this.  The VE team is going to be asked
to test the resulting build.

This is documented in [Bug 128302]  New:
ICU4J throws exceptions which cause Visual Editor to fail to open
