We could not reproduce the test failure
in
org.eclipse.jdt.ui.tests_win32.win32.x86

The test launches a second VM and that
launch probably failed. I've added instrumentation code to verify that
assumption.
The code in that area has not changed
recently, and the same tests succeeded up to this build.
The build is still OK for JDT/UI.
