[platform-releng-dev] moving day for older builds

I've moved older Eclipse platform releases
to 

http://archive.eclipse.org/eclipse/downloads/

The builds moved include releases 1.0
through 2.1.2 with their associated language packs, as well as the 3.1
stream milestone builds.  These archived drops will not be mirrored
to public or private eclipse mirrors.   This will decrease the time
and bandwidth cost to establish new mirrors as well as reduce the number
of builds on the download page.
