[platform-releng-dev] build is slow this morning because of network issues

The integration build is running very slowly this morning because we are having network issues connecting from our lab to the internet and thus checking out code from dev.eclipse.org. Our IT services team is investigating.

We believe that the build failures over the weekend may also have been due to network issues.
