I changed the version of the RelEng
tools plugin to 3.1.0 (since people found the version 3.0.4 confusing)
but I didn't realize that a corresponding change was need in the build
scripts. Here is he link to the RelEng tools plugin for todays build:

Nothing has changed from last week (except
the version number) but there were breaking changes from the week before
that.so make sure you have either last week or this weeks tool.
