[platform-releng-dev] Proposal: Include Time in Name of Zip Files

I would like to propose that we include the time (along with the date) in the 
name of the zip file produced by the build.  I feel it is confusing to have 
different builds with the same name.  It also can causes problems for some 
Linux package management systems....

Does anyone else agree?
