[platform-releng-dev] Run Simple JUnit (not plug-in) Tests

Several of our tests which are part of the build test simple algorithms or
stuff which does not depend on any plug-in. However, we currently found no
other way than to run them as JUnit Plug-in tests (target="core-test")
instead of simple JUnit tests. Can this be done? If not, are there plans to
support this in the future?
