We are experiencing a problem with the
network performance from our build machine to the download servers.  We
have an ongoing ticket with our IT services team to  address the problem.
 We would rather address the root cause of the issue - network performance
- before implementing other solutions.

Can this be changed to send out the message when the files actually are
there?  It is now more than 20 minutes after the message was sent
and neither link works.  I've been polling for most of that time and
now depressed at being rejected so many times that I'm giving up.

While we are on this topic, some of the drops must be there by now.  Can
we just populate the site incrementally?  Ideally we would upload
the windows drop first.  80% of the people can then start downloading
and testing while other platforms are being uploaded.  I understand
that rsync technology may not support this but suggest then that we use
some other technology (ftp? we know what files we are uploading and know
that they are changed....)
