The chkpii errors indicate a problem
with translation and ultimately impact the ability to run Eclipse in a
locale other than US English.  Although the language packs are not
generated until the end of the release cycle, it is better to identify
and fix translation errors as they are occur, rather than scramble to fix
them all at release time.  If we don't indicate that there are chkpiii
errors, they won't get fixed.  People don't fix bugs they aren't aware
of :-)

Team team please resolve the chkpii
error in org.eclipse.team.cvs.ssh2

The releng tests only indicate potential language translation problems
for resource files in the build. This won't impact build quality, so we
should possibly not put build failure icons at all in this case?
