I think the comments in the big say it all: parallel builds are not
clearly profitable for Java development, and other languages I am
personally working on don't use builders by default.
This is still up to interested parties to build profitable cases and
influence changing the default, but to me,there is no solid reason
enough yet to do it in Platform.
Maybe the CPP package can be a better candidate to investigate
enabling parallel builds.
