You should ask your question on one of the eclipse forums at http://www.eclipse.org/forums/  I'd try Eclipse Platform or Rich Client Platform.

I think your best bet is to mirror as much of the p2 repo as you need for your RCP, and then create a PDE target platform using p2 sites.
