Ah...the secrets of the "build" ;-)
There is a project called org.eclipse.releng.
In this project is a folder called maps.
In the maps there is a file called ant.map.
In this file we specify the versions of the ant and external tools projects
we wish to be included in the build.
All the components of Eclipse submit there contribution this way.
I am not sure about what documentation exists. You could ask on the
platform-releng-dev mailing list for more of the details.

Just out of curiosity - what's the "map" I keep hearing everyone talking
about? I assume it has something to do with release management? Since
eclipse's build/release process seems pretty good, I'd like to read more
about it, so if its documented anywhere, a pointer would be nice. Thanks,
