[photran] running photran

I downloaded the latest stable release of eclipse/photran bundle. un 
tarred it and ran eclipse. I cannot see how to get to the fortran 
perspective. In the window -> preferences menu, I can see some fortran 
related options but that's all i get as far as fortran goes. In file 
new, there is nothing interesting, and i can create new projects but not 
fortran ones.
