Bug 395012 - remove "icu.base" from Eclipse DL site to avoid redundancy

The Eclipse build process creates a 'PDE Build Product'. It is not available from the download page so it is unlikely anyone is using it. We are proposing to stop building it. Anyone who needs it or has information on its original purpose please comment on the above bug.
