[passage-dev] Licensing Agent

Dear Passage.

We are going to poke around possibilities to license an application developed far away from the Eclipse ecosystem. 

The idea is to erect a licensing agent, who will serve http requests for lic.api.Passage interface, i.e. answer the questions if an application's user can exploit a feature or not. Pretty much like Floating Server, but for the whole Access Cycle.  

That will make it possible for, say, an Electron application to be licensed with Passage.

What do you think?

Should it be a separate repository, or is it better to extend passage' one with new LA' feature? 

Will be grateful for any thoughts.
