Indeed, the tests run locally for me because I use a 64-bit JVM.  And the tests are the last phase of the build, so there’s no point in disabling them. We already know that the compile and p2 phases are okay.  The only thing left to verify in this Neon exercise is the tests bad RCPTT, which likewise relies on the JVM.
