[paho-dev] should the discussions feature be turn on for github?

Hi there, 

There was a thread a while back discussing what to do with Issues being opened, essentially for support purposes, or to ask questions.  fwiw, github has a Discussions section, and if that option were on, it might divert some of the traffic there, to where it could more easily be dealt with by a group, rather than patiently awaiting triage.
