AFAIK that's 2 different steps.  Even with PDE build, my build repo contains my features, plugins, and my product IU.  I need to feed 2 repos to the director to get it to instantiate my product, my repo + a repo that has org.eclipse.rcp.configuration.feature.group in it (which contains all the binary bits to make the launchers) and has all of the plugins from the workbench that I used.

That means if you want one complete repo, you have to take your build repo and mirror pieces of the Eclipse SDK repo into it.
