If you are just looking for a rules engine, Camunda is the one I've heard a lot about.
If you are looking for more, say like a whole case management solution, Dutch municipalities have OpenZaak https://openzaak.org/ and OpenWave https://www.open-wave.nl/ (Open Wave for more environmental cases).
If indeed you are looking for a larger solution, or are trying to fill a larger need, perhaps you can share that, so people can share entire open source software suites that meet your use-case and can be a great starting point.
