Once the recipe is approved and merged it will be part of the next quarterly release. It will be available to test in the repository almost immediately.  For example today I merged https://git.eclipse.org/r/c/orbit/orbit-recipes/+/171717 and it is already ready in the integration build https://download.eclipse.org/tools/orbit/downloads/drops/I20201104175714/
