[orbit-dev] Unable to create ATO CQ

For update of ASM in Orbit [1]

that is needed for JDT [2] and PDE [3]
following the usual to me process

after approval of CQ for ASM 9 [4]

I was about to create ATO CQ for it [5] and noticed

> Add to Orbit

still present, but for a week of attempts I'm constantly getting

So can someone help to clarify

whether this means that ATO CQs are also not required anymore?

or there is a bug in the processing of form [5] ?
