[openmq-dev] OpenMQ 6.4.0 Release Preparation

The Project was asked ([1]) for a 6.4.0 release - here is a change I'd
like to propose regarding that.

So far, releases from EF were done for mq-distribution only.

With the job [2], since the end of September, SNAPSHOTs are deployed
to the staging repository for testing.

I'd like to apply to the main job changes similar to:
- [3] (and then 1_openmq-build-and-stage-6.4.0-M1 would be gone)
and deploy all OpenMQ modules but documentation.

The result 6.4.0-M1 of [4] passed TCK [5].

With no objections within the week - on next Sat. (Feb 18th) - I'd
like to release M2 from the modified job 1_openmq-build-and-stage. On
success, RC1 would follow probably the same day. After the week of
testing here and there - release 6.4.0 could be issued by Feb 25th.

With the review for 6.3.0 [6] held on June 24, 2022 I believe 6.4.0
may be declared without one. But this might be requested if needed.

Please let me know what you think. Is there something missing or
required for the release to happen?
