[openmq-dev] PR 890 - Remove unused local ht

Hi Team

There is open https://github.com/eclipse-ee4j/openmq/pull/890.

As this section of code is effectively not used - I'm about to remove
it. Given I can't see any issue reported for headers missing in the
replaced packet.

If you have other proposals please let me know, the best in the form
of new PR that shall use headers, or as the issue that it shall be
done, or as a PR890 comment if changes there are needed.

With no comment by ~ the next Friday (~March 5th) this will be merged as is.
